Introduction
An effective project requires that the ideas for implementation have to be well thought out right from the outset. This therefore requires that a robust and evidence based project proposal must precede any project or program before implementation. No benefactor is ready to commit funds into your project unless you demonstrate competence with sufficient rigor while articulating your ideas in the proposal - backed by evidence that you have well constituted implementers (proposed staff competence).
Project management is the application of knowledge, skills and techniques to execute projects effectively and efficiently. It is a strategy for organizations that enables them get results from the projects which are directed towards achieving the set goals, hence better competency in serving their clients. In Project Cycle Management, practitioners have to master and abide by all the components of the proposed program plan, utilize effectively and efficiently its mobilized resources/finances, implement and monitor its inputs, activities, outputs and outcomes as the project is being implemented and subsequent project closing and final evaluation.
Overall, the principle purpose of M&E is: to learn about activities and results, and to support internal planning and development; and to be accountable to stakeholders. This therefore means that for a result oriented team, M&E is an essential tool of management. Easy it may seem, but technically challenging if you have no prior skills of how it works. Unfortunately, many organizations do not have the required expertise to implement M&E. Reporting about your project, either for internal use or external, requires a logical technique and an organized thinking so that the report is informative and serves the exact purpose(s) of the organization.
